How can Bolt become balanced without killing him (or Kit) off?

Bolt, while a fun design, is not a healthy design for the game. You can't really unrelease a brawler that people already paid for and were paid to create, so how should the balance team approach getting him to where a ladder match isn't entirely decided by the time the battle cards are displayed? He works best on open maps which is where brawlers that counter him are a liability more often than not. He also happens to counter basically the entire selection of viable knockout and bounty brawlers, who thrive in those modes partially because of the more open map pool and encouraged pacifistic gameplay. Then there's his star power of choice that really only leaves Damian's super and Primo's suplex gadget as reliable counters, and as stated before, they just allow Bolt to charge his super and steamroll their teammates since they can't contribute to the objective of the mode.

He feels like a gamemode specific prime Rosa in the sense that there exists too little reliable counterplay to eat through his high hp pool, allowing him to shrug off just about anything. The only saving grace is that he isn't basically free. In order of urgency, I'd personally suggest completely changing his second star power or at least removing the crowd control immunity, making him take a bit longer to progressively speed up, weakening the shield he gets during his super by maybe 10% to start, and lowering his super's damage if all that somehow wasn't enough. As for how to address Kit's synergy with Bolt, I really have no idea what there is for the balance team to tweak that doesn't impact Kit's own stats since we don't live in a perfect world where playtesters thoroughly tried out brawler synergies, so Kit will probably end up needing some sort of tweak to his super's mechanics.
