Just how responsible was Dyatlov?

We all know that the HBO series' portrayal is overblown: from power hungry to physically violent in the control room, to seeing smouldering graphite blocks on the ground and pretending like he hadn't – Dyatlov is the reckless bully that causes the accident.

My question is not whether or not he has been scapegoated and demonised, but rather: was Dyatlov actually in any way more responsible for the accident than any other operator? Was he partly responsible or not at all?
