Forecast Concerns - too soon?

Questions for Hoosiers and Indianapolis locals alike:

According to the NOAA, this is the forecast for Sunday. How likely is this to change?

"Sunday - A chance of showers, then showers likely and possibly a thunderstorm after 2pm. Mostly cloudy, with a high near 81. Calm wind becoming south southwest around 6 mph in the afternoon. Chance of precipitation is 60%."

I saw a post say not to bother checking before Carb Day, but NOAA is said to be the most accurate weather model in the U.S. - however, any local perspective is a great help.

I did see something about how 2019, when it called for a 60-80% chance of rain on race day, the race was sunny and 81 degrees - Hoosiers and others, can you name other years where it called for rain but it never materialised?

Legends Day - IMS Website is Confusing

First-timer here: I notice that it says 'only 80 wristbands are distributed per session' - does this mean only 80 wristbands will be available in total per group of veteran drivers? If not, what does 'session' refer to?

I want to have enough time to both meet one group of veteran drivers and tour the museum afterwards (I was originally going to tour the museum on Carb Day, but I goofed and forgot that the museum parking lot was closed that day, so I don't have parking for Friday), so any advice is more than helpful.
