Russians pull billions from banks, fearing Kremlin will seize deposits for war

Suppose person A runs very, very fast, close to c in a circle. They're observed by person B, standing next to them. As far as I understand, minutes for person A could mean years passing for person B.
Here is my issue:
From the reference frame of person A, they would be stationary and person B would be moving very fast instead. So how can both their clocks be ticking slower AND faster than the other person's?
