If I disabled diplomatic victory does that mean I can't built the UN thus I can't win by Wonder victory ?

I have an issue with civ 3 or maybe the C3X mod

So I'm using windows 10, CIV 3 from GOG and the C3X mod and some times after I turn my pc on the next day it seems some files from CIV 3 become missing/corrupted and I have to install the game again, no idea why this happens is it a windows update, the game, the mod hell maybe my antivirus, anyone has an idea?
