I personally believe Kouts still has a chance to be EF4

With the re-rating of Garden City from EF3 - 137 to EF3 - 160 and the fact that on the DAT it states that majority of it was completed with an aerial survey leads me to believe that NWS Chicago will actually lock in and re-rate to EF4 170 at least.
