Realized that last year I messed up the float adjustment when I rebuilt the carbs. She was giving trouble ever since. After working on the rust and paint I got a float adjuster and wouldn't you know she finally starts and idles. I also think I didn't have the carbs properly seated too

Just got back from a deployment and cleaned out the carbs. They need adjustment but when I throttle up there's this scratching sound. Can't identify exactly what it's from. Any ideas?
