First-time homeowner nightmare: rotted subfloor!

The absolute crook who renovated my home (2 owners ago) made the bathrooms look nice just to flip it, but it was all a façade. They poured wet concrete onto the pine boards and set the tiles down on that directly. No pan, no membrane, no wonderboard. The walls aren’t waterproofed either. After a few months, I noticed water damage in the room below, and in my adjacent bedroom. I hired a proper company to investigate this mess, and this rot is only the beginning. I’m looking at $30,000 or more of repairs just to get my home back to how I THOUGHT it was.

So if you’re going to flip a house, take heed: that’s not just investment capital you’re dealing with. That is someone’s future home. Do it right, or don’t do it at all. I’m not flipping this house, I live here. This is my dream home, my sanctuary. If my insurance doesn’t come through for me, I might lose it (in more ways than just the house). Thank you for your patience, and don’t take shortcuts with other people’s future.

Asbestos testing required for a 1999 condo? Please advise

Building date: 1999
Location: Beaverton, Oregon, USA.

An upstairs shower pan failed and this is the water damage that I discovered below after peeling back the bubbled paint to let it dry. I know this sub is about asbestos and not mold, so please forgive the moldy pic. I started calling around to get someone to cut this section out and remediate the mold issue. However, they are telling me that because my condo was built before 2004, I have to get an asbestos survey done before they’ll schedule with me. I will do whatever I need to do, but in the meantime, I’m here getting pretty nervous because I never thought I’d be dealing with asbestos in a building from 1999. Is this requirement just a formality for legal reasons, or is there a real serious risk that I’ve got asbestos in my condo? I will be replacing the upstairs shower too, and I am a first-time homeowner. I feel a bit overwhelmed right now. Thank you.

Do I have a decent head shape for being bald?

I felt it was time, so I did it. Every time I catch a glimpse of myself in a mirror though, I’m a little shocked by my bald head. It feels so different. Do I have a decent head shape or is this awkward?
