My lawyer is about to go into mediation and has a very low number for the minimum to settle for

I'm pursuing an EEOC complaint. I was put through **** at my former workplace so my opinion might be colored by my emotions. Long story short my position was discontinued because my immediate supervisor had hated me from day one and did everything she could to undermine me. My suit is about (1) I had two years left on my contract and all performance reviews were superlative - I was offered no compensation (2) They forged a letter of resignation from me (I received a thank you note for the resignation letter that I never sent, I did document everything) which is a felony in my state.
EEOC is involved because in our group I was the eldest and the only one with a doctor certified disability. My lawyer wants to go into negotiations with a floor negotiation set at $10K, which is about 1/19th of the money I lost by having my contract violated.
Is this normal?
