Help! Why is my bufferbloat looks this bad?
Hello, I am from India and I have 75 mbps plan but some how while testing the bufferbloat this is what i am getting all the time.
I have complained about this to my NOC but they are not much helping me.

While testing using speed test by ookla my upload speeds always seems like the upload speed got stalled and always shows me 74.2 mbps no matter when I test.
during an file upload to google drive or video upload on YT my task manager shows spikes of speeds it goes 130+ mbps then come down to 100 mpbs then go 0 mbps then go 100, 130+ then 0 all the time.
please help me, I have already searched on internet and please dont suggest me regarding QoS and Cake related things.
also how to escalate this thing so that they will fix it not gonna ignore it? its happening from past 1 year now.
