Bath to shower conversion ?

What is the general consensus on a bath tub to shower conversion when it comes to permits in most US cities?

Assume 2 inch drain and plumbing location and piping don’t change at all ?

Is this something most people and places want permitted ?

New flooring questions

I recently had a 12 x 24 porcelain tile installed. Overall, I am happy with the work, but I have some questions about the final finish.

I noted a lot of grout haze and small areas that just weren’t wiped down (old caulk, etc ).
Additionally, the areas of trim near the tile and quarter round weren’t sealed with caulk. Other areas of the caulk also looked rushed. Some of the grout lines are shallow or inconsistent. Overall though, I am very happy with the tile cuts, layout, etc , but felt like maybe near the end of the project things got a little rushed ?

I have asked for the installer to return and got zero pushback. I had planned to use them for several bathrooms. This was the easiest project of the 3.

Overall, I am happy with the job.
I will clean and repaint the baseboards and quarter rounds which was always on me.
Based off their work - should I continue to move forward with them on the second bathroom (a full gut, not a partial )?
