Had someone reach out because water it filling up window wells and getting into basement. They are thinking it needs regraded to slope away from the house. The dirt is approx. 3 inches below the window well now, and he thinks it was flush with it around 5 years ago when the house was built. Im not a water drainage expert, and I don't want to do this job if its not the problem. Any advice?

2 approx. 8 to 10 inch thick concrete pads, and 15ft in diameter. They are 2 old government grain bins just the concrete left. Im already at this property for a driveway job and they asked me to bid busting this concrete out, not hauling it off. Breaker rental for my t770 is around 150 for the day. Any helps appreciated as ive never done this before
