Why is single name Vol so underpriced on Index Events?

Take the Russell rebalance today (6/26) for example. Massive recon with a ton of adds/drops/migrations/re-weights.

Straddles paid massively and even strangles were easily net profitable (for a ridiculous % of premium paid) with a single hit or two on a basket of most of the names with larger relative flows (xADV). You can’t try to tell me dealers are not looking at historical moves especially near expiry on these event days to price vol into close. Backtests checked out and wrong-way vs. right-way moves were relatively easy to trade with first imbal looks on the closing auction.

Why is this glaring alpha allowed to exist?
