High Ping - guessing is it bufferfbloat

I used to live at home in London and had my PC with me, however a year back I moved to Glasgow and have always had an Ethernet connection just fine. just yesterday, I moved my PC temporarily back to London but have been experiencing high ping, which was to my surprise as I have never encountered issues like this in London, especially since no hardware has been changed and the router and ISP (Three UK) is the same. Running some tests I was led to the bufferbloat tester where I received a D score. This high ping never used to happen and I am unsure what my bufferbloat score could have been a year ago. Can a router develop bufferbloat over time? is there anything I can do about this without having to buy a new router? How can I be sure that bufferbloat is definitely the issue thats causing high ping? Thanks in advance and if any other information is required please do ask. Furthermore, if there's a better place to ask this question please feel free to point me in the right direction.
