Count Olaf's marriage

Spoilers for A Series of Unfortunate Events.

In the book, Count Olaf schemes to marry his underage second cousin, who he is the legal guardian of, with the excuse that it's legal to marry her under the age of 18 with her guardian's permission, which is him so it's alright.

I know it's a story for children, but is there any jurisdiction where that argument would hold water?

I'm fairly confident the loophole where she signed with her left hand to avoid the "signed in their own hand" stipulation wouldn't work anywhere, but I'm not sure about the permission thing.
