Mumbai airport runways are still occupied with Cat 2 and Cat 1 ILS while other major airports like Bengaluru, Delhi, Kolkata, Lucknow and even Amritsar and Jaipur have CAT 3 ILS

Seeing the disruptions caused by this year's heavy monsoon causing extreme low visibility conditions, shouldn't Mumbai also be equipped with CAT 3 ILS... Wouldn't it help reducing the disruptions caused by low visibility alone (I understand high crosswinds won't be helped by ILS)
