Would an effect like this be too close to violating reserved list?

Could add extra limiters, was thinking either

  1. Legendary

  2. Bound sets maximum qty of the card in a deck to 1. So in legacy for example, could run x1 basin, or x4 islands, but not both.

Is there any recourse after an IR has been processed, besides a grievance.

The IR was fairly successful, except two points that were denied, quoting a reason that there is 0 documentation to support. I have no knowledge of the reason quoted, and no documentation on file exists to back it up either. It's a little frustrating.
