Does applying to multiple jobs and locations at the same company make you look bad?

only have one of my certifications and will have the other by August. Should I go ahead and apply for jobs in HCOL areas? mainly the majors.

United has an opening for Sheet Metal Technician - Line in Denver, would this be an entry level position? Don't see anything in the listing for a required amount of experience.
