Why did el azul joined Sinaloa?

I didn’t understood how in the show when there all leaving the federation azul is like “yeah am dipping too oh and am joining Sinaloa” like from what we see in season 3 they are not doing very good so why did he joined them and not Juarez or Tijuana?

I found the narcos Wikipedia for the first time and I saw some weird names which are I guess supposed to be the current leaders but I don’t know who is Juan Manuel loza Salina’s and Luis Alberto Flores blanco can someone explain?
