Which is better with no interconnect agreement: "off-grid" with grid support/charge or zero-export?

Weighing options for a future system: an "off-grid" system (battery+solar) that uses grid support to charge when necessary or a zero-export system that monitors power and ensures none (or minimal) is sent to grid

For complicated reasons, Im unable to get an interconnect agreement. Im in rural California (balcony solar will be legal in January so a small amount of power incidentally sent to grid should not be an issue)

The goal is to generate the majority of my own power via solar and store in a large battery bank

Appreciate your insights
