What an odd building established by the sea cliff! Is it the public housing?

I am walking along the hiking trail from Watson's Bay to Vaucluse, and when I arrive here near Diamond Bay - a beautiful scene and one of the richest areas in Sydney - this odd building attracts my attention. I am curious: is this public or social housing? If yes, for what reasons did the government set it here ? Otherwise, who wants to buy it and live here ? The outlook is odd surrounding by luxury mansions, and actually the sound of the waves is noisy, though the views are good .....

Does BAL rating really affect a house near the bush
