Is this rare?

I bought this at a yard sale about a year ago for like 30 bucks, and I just recently found it again so I’m asking about if this chip is legit? Also I don’t have the breakaway cable to click around on the screen yet but I know it works.I wanted too know the value on this thing and possibly the rarity?
