Any idea what the black spots are? Should I remove the leaves? Other plants appear uneffected. Many thanks for taking time to look.

It’s completely soft and shaped like a pine cone, mixture of short growing leaves. I cut it off as Google suggested it could be some form of mite, this was the only one on the tree.
