[NYC] Landlord wouldn't let national grid come close the meter when I moved out, over a month later im still on the account

I moved out June 1. I had National Gird account in my name as I was paying the gas bill.

My new apartment included gas, so I just needed to close out my old account when moving out National grid needed to come close the meter to close the account. The meter is in a basement outside of my lease area. The landlord refused this access and said he would switch it to his name.

Its now July 4 and I got a notice that I owe $54 for June, but I'm.not responsible for these charges, only liable because my account was never transfered to my landlord.

I cannot provide theu access they need to remove me from.the account, and my landlord has stopped responding to me. Im not sure what to do.

My landlord also has an illegal apartment in the basement. Not sure if access is needed to the apartment for the meter or not, but I assume its part of the reason why.

What should I do?
