Why does the tower in the Cinder Island’s fall?

I know literally that it happens because of the >!dam breaking and subsequent flooding!<. But what is its game-design purpose? At first I thought it was similar to how you can >!access the forbidden archives in the River Lowlands simulation only after the flooding!< . But the>! tower falls something like 20 minutes in!<, and that’s not enough time. (Believe me, I tried >!when I was trying to cheese the game and avoid playing scary hide-and-seek with the Owlks!<.)

The best I can figure out is that it's meant to >!serve as a hint for the River Lowlands flooding. By showing a place that floods, it can get the player thinking of other places that flood, even if the original place's flooding isn't essential to the game.!<

Am I missing something? The game is so intricately crafted that I feel like there is some deeper lore or game-design reason that I am just missing.
