Anyone know the correct way to fill these gaps? Some kind of exterior caulking? or only with mortar repair?

I'm not really sure how to fix this but I'm pretty sure it's a poor design by the gutter/roofing crews. The drains both spill out onto a shallow concrete drain pad, right next to a window well. During heavy rains water starts dumping directly into the window with the expected consequences.

What would be the best way to either combine the flow into a flexible pipe away from the house, or keep them separate but accomplish the same thing. Any suggestions would be welcome.
