Who determines if a private way is a one way street or a two way street. Is it the City or the residents of the private way?

On my previous post, commenters indicated they want large amounts of parking, including student parking, for the new high school.

With underground parking costing up to $150,000 per parking space and aboveground garage structures also sometimes topping $100,000 per parking space, how many student parking spaces should the new Medford High School have?

The following local districts don't provide student parking: Arlington, Belmont, Brookline, Cambridge, Everett, Malden, Somerville, Watertown.

In pretty shocked to see proposals for multistory/underground parking garages at Medford High School. How many staff members work at the building? The numbers of parking spaces in the proposals seem huge.
