Clock System for all Villains

I'm a DM and been running WDH for a while now. I wanted to make it more interactive for my players so it became more of an urban sandbox with all villain at play. Depending on the player actions I assigned 'ticks' to each villain's clock to decided who they would end up facing in the end. We are currently at the Gralhund Manor.

Anyone else ran it this way?
Any advice?

Some of my players as so chaotic and needed some guard rails. And they keep forgetting it is a lawful city not the lawless land of dungeon crawling so they are constantly in trouble with the City Watch... I even had to run a trail for one of the players that killed a Cassalanter Guard.

I made a FF Subclass Guide (Homebrew) for DnD. It was generated with AI and then edited. The images are all AI Generated. I don't have any digital art skills and this is a labour of love so couldn't pay an artist. If there is an artist that wants to make the artwork I'll gladly edit the doc and credit them.

I've play-tested some of the subclasses but it needs more work. Currently, my players are deep into Waterdeep Dragon Heist and then Mad Mage. I'm also writing a FFV Homebrew Sandbox Campaign but won't get to play it until we finish those other campaigns.
