Are tenants (Vic) required to be notified of a change of Property Manager or is it not necessary if the agency business remains the same?

Is there a list of Metropolitan Activity Centres? The "Activity centres - planning guidance" page (https://www.planning.vic.gov.au/guides-and-resources/guides/all-guides/activity-centres-guidance) has a broken link to "Victorian Government's Housing Statement activity centre" under the Metropolitan Activity Centres anchor. The page does list Major Activity Centres.

Is there anything in Victoria law generally prohibiting parking on the main running lane beside a side median? The road is managed by local government and not DTP (might be in future). A service lane alongside a secondary college has angled parking. There are no parking restriction signs visible anywhere (except for a small section of angled parking in the service lane restricted to 1/4hr). A bus stop is located prior to the service lane entry. Can drivers park beside the side median? Or is it just a case that perhaps parking there "should be" prohibited?
