Green gables hotel- how is it still operating?

I booked a three day stay based off photos on hotels.com that presented the hotel as clean, simple but pretty standard.

What we found was a sprawling derelict building with many locked rooms that used to be communal areas for the guests, mould and damp that triggered my mould allergy, examples of extreme uncleanliness including an abundance of dead insects on windowsills, mouldy ceiling tiles, discarded bread crusts littering the floor of the corridor, dodgy electrics, a closed down swimming pool filled with stagnant water that has apparently been that way for years rather than being appropriately drained and covered, pigeons nesting in upstairs storage rooms, the list goes on.

One night we were disturbed by an irate guest screaming about wanting their money back. There seem to be only a handful of staff and probably they are not well paid nor well equipped to take on the herculean task of renovating the place, but some basic sense of hospitality should surely compel them to vaccuum the hallways and clean up the flies to make the best they can of this crumbling place?

If it was 25 quid a night I wouldnt mind. But when people pay up to 100 for a weekend night one expects more and is justifiably outraged at not getting value for money.

Who is profiting off this place? Who owns it and why do the relevent authorities and regulatory bodies allow it to continue operating when it clearly violates health and safety standards and could even be considered to be committing fraud against it's customers for false advertising. Some of the images on booking websites even feature trendy furniture that seems to have been added after by AI. The umbrella and seating on the balcony for example did not exist and does not look real in the image
