Shouldn't the news that makes the headlines be when an empty tanker gets in, not when one gets out?

Since the idea is to force Iran's hand by making them potentially have to cap wells, wouldn't getting an empty one in be bigger news? Maybe it's not happening. The news that a few might be getting out seems insignificant but if they are getting some in for storage, that would be a big deal. Sorry if this is not a good question..
