I want to ask: if someone receives a MAECI scholarship but refuses it due to an emergency, can they apply again next year? Or will they be blacklisted?

I’m just wondering if the scholarship amount is enough to survive in Italy in cities like Florence or Parma without other financial resources or support? And if the salary is received in December how can a person survive?

And if the scholarship amount is enough for the visa ?
