How do the devs even find people?

As a major aspect of KR is that it serves to make lesser known historical figures more known (despite the fact that the universe is completely fictional), I want to learn more about certain people.

For example, I tried to learn about Flegont Klepikov. Nothing. Same with Manuel Carlés. Very little. the latter of which, I’m Argentinian and not even I have heard of.

This is not a post to criticize the devs; quite the opposite. I’m impressed as to how they can dig up these people and what the strategy is in discovering them.
