I need help!

I don't know what to do and I'm so sad about it. I have no idea why but my noodles are coming out undercooked and starchy which I've read means the heat is too high but I can't figure out what I'm doing wrong! I've tried not bringing the water to boil, and I turn the heat off when the noodles are cooking but I still get starchy noodles! I know you're not supposed to but I'll run the noodles under cold water to "try and wash off the starch" or get them to stop releasing it but my Mac and cheese still tastes starchy and bad. Can anyone help me figure out what I'm doing wrong?

Notes: I've tried both stainless steel and non stick pots and I'm on an electric stove and it's just kraft Mac and cheese, nothing fancy.
