What's happening to doctors and hospitals

Two days ago, a person I know, who had recently graduated, went to his college to collect his certificates. While returning home, he met with a bike accident. He was immediately taken to a nearby private hospital, but the doctors allegedly refused to provide treatment for nearly two hours "they said nobody to pay for his treatment" that's why they rejected​. Due to the delay in medical care, his condition became critical, and he slipped into a coma. The hospital staff reportedly left him unattended until his parents arrived. Later, his parents shifted him to a government hospital for treatment.
