Hiring Strategy for Fiscal Year End

For HR folks and hiring managers, do you have a strategy for hiring at this time of fiscal year? For example, do you rush TJO/FJO packages before the end of September or do you wait until the start of October where you’ll have a better idea of FTEs?

“Not Referred” After Multiple Interviews

I completed multiple rounds of interviews (and references) for a position that is open to the public. However, while I’ve been waiting for a potential TJO, I received a “not referred” email from USAJOBS due to preference eligible candidates. The hiring manager told me I was still under consideration despite the email.

Has this happened to anyone else before? What could be happening behind the scenes in the USA Staffing Office?

Timeline to TJO

I wrapped up the hiring process for a couple of national security–exempt federal roles (interviews + references) between May and early June. I’ve heard these positions have to go through some extra internal approvals, such as committee reviews or matching the 4-to-1 ratio, even though they’re exempt from the freeze.

For hiring managers or HR folks, what (if any) extra approvals do you need to hire for these roles and how does it typically affect the TJO timeline? For folks who’ve been through this recently, how long did it take from finishing references to getting a TJO?

Openings at Treasury

Has anyone interviewed for the below positions at FINCEN or OFAC? All of the positions were posted sometime between February - April 2026. I saw someone make a similar post about different roles at Treasury, which showed that others actually made it through the referral radio silence stage so I was curious if there were similar developments with these openings.
