Let them eat an annual report!

What a joke the “leadership” of the fpac business center is! We haven’t heard our dear leader Robert Ibarra’s voice in well over a year and today one of his deputies Tameka sends out an annual report (“happy new fiscal year!?”) for just one part of the organization (the part that doesn’t actually handle money). Trying to fill the void in leadership? Palace coup? We don’t want your drivel metrics about how you are meeting the presidents goal to “shrink the government.” Kick us while we are down why don’t you. We need you (or the Wizard of FPAC) to come out from behind the curtain and tell us what you are doing. But sending out lower level “accomplishments” for a fraction of the organization shows that you only care about preserving your standing in the administration, there’s no plan for anything and that maybe there’s something wrong with Robert. Has anyone that’s there in DC actually seen him? Because that’s the only thing that makes sense for him to be hiding. Or that he is feckless and clueless and doesn’t give a damn about his team.

New nonsense in FPAC

From a colleague in a different part of the Business Center who has been reassigned to another agency (NRCS). There’s a lot of shadiness in USDA but this might take the cake.

Last Tuesday, people in comms received letters, effective retroactively, that they were assigned to NRCS (or actually, just that they were assigned to a new supervisor who happened to be in NRCS—the letter never said NRCS). The letter said their pay, duty station, grade, series would not change.

Friday after hours those people received letters changing their series and in some cases providing new duty station!

How is this shit legal? These people were supposedly moved to NRCS because NRCS needed their communications services. But instead they are now being assigned to new positions? And subject to the NRCS relocation nonsense?

Moving people from one agency to another and then reassigning them to a new job and location before they even did a thing for the agency is CRAZY! These people are PEOPLE not livestock to move around from holding pen to holding pen and then ship out to slaughter.

So when weak-ass two-faced Robert Ibarra says business center employees don’t have to move, he means unless he involuntarily sends you to a different agency for them to reassign and move you because they never needed you to begin with!

Fpac bc letters

So a colleague in a different part of the business center told me that she got a realignment letter after 4 pm today and it takes affect Monday. What the absolute f is wrong with these people? The last Friday of a pp, when 5/4/9 people may have non duty days and you tell them they have a different job Monday? When Robert Ibarra the secretary’s “unsung hero”sends out emails saying he puts employees first and has core values and all that crap, take it for what it is. The lies of a two-faced self-absorbed man who only cares about climbing up regardless of who he crushed along the way. There’s doing business badly and then there’s this. To my colleagues who found out today they have a new job or supervisor or freaking agency on Monday, I’m sorry. Yeah we don’t have to move (unless you were assigned to an agency like NRCS I guess) but these gutless weasels are worse than the political hacks, because at least those people don’t hide who they are.

More Business Center Stupid - VERA/VSIP voluntary relocation and beltsville

OH FPAC. My god they are SO BAD AT THIS. Unsigned emails from a random hr-ish email address to employees with unsigned attachments telling them that they can get relocation assistance to voluntarily relocate to a hub (I thought they had no money??) and that certain groups of people are eligible for VERA VSIP. They actually called out specific divisions for Vera/vsip! And then the same random email sends a followup with a link to a ms forms survey to complete for relocation and two more “additional information” emails because they couldn’t get the info right the first time.

And this morning yet ANOTHER followup saying that almost all business center employees in the NCR will end up in beltsville when they close the south building.

What even is this? Are they just making shit up as they go along? Why yes, yes they are.

Getting worse in the business center

It’s an absolute shitshow at the FPAC Business
center. Radio silence until notification of intent for potential change to position (huh?) went out last week to a bunch of employees in acquisitions, comms, regs, etc (I saw a copy from a colleague). Basically, they are being moved to the agencies, but you’d think theyd share the plan?

Tameka Owens the new deputy coo they brought over from over from FNS (sorry, FNA), is running roughshod over teams that have already been beaten down to a pulp and absolutely clobbering morale that I didn’t think could get lower (yay new guy with awareness or appreciation for staff!). My boss says the chief of staff Matt is the guy running the reorg show which probably explains why it’s so bad. I feel sorry for the people that got letters that they will be reassigned to other agencies, but honestly, it can’t get much worse than staying here. The dysfunction seems to have no floor and ibarra seems more isolated and spineless every day.

I know it’s worse at other parts of USDA with the relocation nonsense but from a leadership perspective I don’t think it can get stupider than these clowns.
