Block/Report system is warm dogwater

Played a game with two no-comms level 400+ assassins (I assume they were talking to each other). Within 30 seconds one of them goes down in a fight, I revive him and he immediately starts threatening me and calling me slurs for 'looting his bag' (his purple shield is missing, but I didn't have time to loot him if I'd tried). I go to exfil by myself and they're both dead by the time I get jumped by a full team in the exfil ring.

I just had a blue kit and a blue key, no big deal. I block them both and queue again, only to be put right back into a match with the same two guys I just blocked, only now their icons are greyed out. Thanks for that one Bungie. I get that being able to report and prevent players from filling into your team has room for abuse, but there has to be a better option that just pairing me with the same guys that just yelled slurs at me, only pre-muted.

Looking for input for a friend since I am not very familiar with Mac systems. Laptop is for mostly low-intensity work (slack, teams, zoom, etc.) and watching videos/ web browsing. Plays games on a console, so that's not an important consideration. The future owner has an iPhone, but isn't deep into the apple cloud.

The Dell seems like an obvious choice to me, but I imagine a flat comparison like this leaves out some important details. Will the Neo feel slow in comparison with everyday tasks? Is the Neo's battery life considerably better than the Dell's? Theoretically ease-of-use and battery life are more important to this user than actual computing power.
