This was a bit tricker than redrawing New York, especially South Carolina, due the high racial polarization in the south. But ultimately I came to the conclusion to split Columbia in order to create a second lean - solid D seat with 40% Black VAP. Even in a wave year that still only gives Dems around 40% of the states delegation? Comparable to what Biden won statewide in 2020. So I feel as though the decision toad justified.
