Canyon spectral with upgraded fork to a zeb ultimate and upgraded wheels to race face affect r

Looking at this canyon strive used. He’s selling it for 1800usd. It’s fairly used but mechanically everything is good. It also has some upgrades. Any thoughts?

My bike makes this noise, it’s exactly like my headset is loose. It’s not. When I pull the front brake the bike rocks back and forth on the ground, but I’m 100%sure it’s not my headset, my front hub is tight, the wheel is tight in the axle and my lowers aren’t loose. I have no clue what it is and it’s driving me crazy. Any advice?
