Playing against lower opponents

I have same problem on both online and OTB, whatever I play against someone who’s rating significantly lower than mine (300-400 pts) I’m playing much worse, I don’t know why, like I’m feeling when playing them same things as someone my rating, but i genuinely have lower win rate against someone who’s much lower rating then me… for info, my rating online is 2200 and uscf 1900

Over the board chess

My online rating (chess com 15+5) is around 2200, but I have been hard stuck at 1900 for like 4 months, and my biggest problem is lower rated opponents, I stopped going to my weekly tournament for a reason that first out of 3 games I have to play against someone who’s 100-200 lower rating than me, and I went there 3 times and all 3 times I lost to this lower rating player… then I just can’t find myself to continue playing in this tournament so I just leave after this loss, so now my rating dropped to 1840 I understand that I should not focus that much on my rating and on my opponent rating BUT I do need it for scholarships

Otb chess

Cheater

So, there is a monthly online tournament, and one guy keeps beating all players (from lows 1k to high 2200 rapid) while keeping the blitz rating around 1200, he doesn’t play any rapid outside of those monthly tournaments, but he plays like 5-10 blitz games every day, is he suspicious or is it just me being salty that some 1200 blitz able to beat 2200 rapid?

Title speaks for it self tbh, I have been playing chess for 3.5 years, almost 2200 on chess com rapid, but been hard stuck at 1900 uscf for 4 months and rn dropped to 1876, as a 17 yo really hoped to achieve NM b4 college but if I play 3-4 15+10 rapid online in a week it will be good. Any advice how to keep my motivation, ik that 2200 chesscom is pretty good but I need a NM title (2200 USCF) and after being hard stuck I play less and less chess

My career

I thought about being an accountant, my mom was one and was able to make a business, I’m pretty good at math and stats, but my English sucks, should I stick to accounting or try to find different major? For context(I just finished sophomore year with 95% in algebra 2 and 3.56 gpa)
