Odd composting question!
Hello composting folks. I have a situation I wanted to consult you about.

I have been meaning to build a compost bin in the backyard for ages now. The most recent delay was caused by the sewer backing up in our basement. Now that has been cleaned up, I can finally work on my bin.
​
The issue is, we put the wet carpet we tore out of the basement on the spot I want the bin to go. The spot has gotten some rain and sun since the carpet was taken away.

Is it safe to put the bin on this spot? I want to use the finished compost in a veggie garden. Will any trace amounts of sewage break down or do I have to treat the soil the box goes on first?
