When MBRU rejects you do they put everyone in the waiting list or do they straight up reject?

I just got the rejection email but it also stated that im in the waiting list

Ive started to do the HY ETHICS questions on amboss but i tried going through the library, theres alott to read and im afraid if ill be able to retain all the information i read.

Can someone please suggest how to tackle this and go through the library efficiently please!! Thank you!
