It says I cannot see them because I guess they haven’t signed the FERPA, when will I be able to?

Heyy!!! I took ap micro last semester, haven’t touched it AT ALL, and the exam is in three days. I have done absolutely no studying and if I am being quite frank, I did not do any of the work. Please give me some cramming tips and tell me if I am, indeed, cooked.
It is currently May 1st, at about 6pm, why is it not open for me?
I am an incoming freshman. I do not know how or where to apply. I have not registered for classes, I am also told, on banner, that I do not have registration time ticket. Please help. What does this mean. Do these two things relate to one another?!?
