Why wouldn't Carney apply an export tax on crude and potash to counter the tariffs?

Oil companies are flush with cash, this would drive the price of oil into the stratosphere at a time when oil reserves are low, Trump approval is terrible, Canadians would support Carney on this, oil lobby and farmers would revolt, Rs would be wrecked at the mid terms, the export tax would be used justifiably to support the industries hit directly by the tariffs. Where is this strategy breaking down?
