Same as the bug I lasted posted, except this occurs when you boot into an 8-BIT system.

Remember the "Utter Chaos" post I made? Yea, its still possible to spawn the broken ScanProgress thing. The only difference is that buying the unblock wastes PD. It softlocks the ScanProgress cooldown. So then, you can buy ProgressData anywhere, just like that old 1.00 bug.
