Experienced DMs, how do you Balance Low Level creatures on Higher Level Players?

I am new to DMing and I always have some Kind of subplot prepared in Case my Players Just Go to random places Like for example a small town where Goblins have taken over the Mine, bandits are attacking any merchant going into or out of the town and the local priest is doing shady stuff with a local cult and all of it ist somehow connected to keep the Players busy for a couple of sessions. I also don't really Homebrew monsters and mostly Stick to the Standard statblocks. How do you Guys Balance Situations Like this is it really Just "I incrase the Goblins Stats so they are challenging for my Party" or do you Guys have any other ways to do that?

Wizard desperately tries to get an Infinite Money Glitch.

I'm currently DMing my first campaign and after hitting Level 2 at the end of Last Session my Wizard picked Order of scribes as his subclass. He then proceded to explain to ne that since His Wizardly Quill doesnt need ink He can Copy spells for free and sell them to make Infinite Money. I solved the Problem by making it so that only a handfull of Certified idividuals are allowed to publish and sell spellbooks and doing so without a permit is very illegal so no normal shops will Accept spellbooks from him. How do experienced DMs tackle situations Like this and how do you explain to someone who is playing DnD for the First time that they can't Just buy every book in the entire town and Crash the spellbooks Economy 2008 Style?

Edit: He hast been annoying me for so Long now that I will either make it cost Double the price IT would usually cost him to do so, or make it free but every time he copys one or more spells into another book / scroll this annoying wannabe Frieren gets teleported into hell and is forced to survive asmodeus for one more round every single time (at Level 2)
