I'm curious why the authorities seem relatively OK with the honking after world cup matches.

Normally traffic laws are quite strictly enforced (honking unrelated to safety issues would violate that) and neighbours can call the police on you at 22:05 if you talk too loudly, but with the honking supporters neither of these seem to apply. Why is there this flexibility for them?

In Paquis it has now been most days this week, sometimes for several hours on end till well past midnight. Not looking to open a can of worms but genuinely curious why this is tolerated compared to the usual strict approach.
