What's it like on the east side of Whatcom County?

I've lived in Bellingham my whole life so I've admittedly been here a few times but, last time I was on this side of the county I was probably in my early teens and it was always a place we just passed through rather than being our destination. It's easy to forget that the county extends far beyond Mt. Baker because the only way to drive to this part of the county is either through Skagit county to the South and technically Canada to the North (It seems like you can't drive from the border crossing over there to the highway going the Canadian route though).

From looking at it on Google maps, it seems like the only areas over here with even a semblance of a population is Newhalem and Diablo. Due to how low of a population there is out there, I'm curious about the logistics of government out there. Do you get assistance with things like schools and law enforcement from Skagit? Were you wondering when someone would ask about a part of Whatcom County that isn't Point Roberts?
