Lineolated parakeet aggression with clickers, random items, and targets.

I have a linnie who was a rescue who came to us very sick. He had aggression issues from hormones and is now on low fat pellets for this. He will eat nothing else. How do I get past his aggression? He came to us from Petco (adopt for free situation, he has FLD) a very aggressive little man and we found the root cause to be neglect and later hormones. He gets triggered moving items about his cage like toys and has a lot of insecurity about asking him to do things like step up etc. The sound of the clicker triggers him and he screams. Seeing a target stick? He lunges, fans his tail, and screams, goes for it almost like he wants to kill it. I have trained many a parrot but he is not food motivated in the absolute slightest and just doesn't want to/is not willing to work for millet but won't try anything else. I have had him since Februrary 8th, 2026, going on 5 months. He screams and lunges... at buckets, at me, at any item passing by, targets, any insect he sees fly by he absolutely loses it. He is a lot! I want to help him feel more secure and less scared. I give him treats and speak softly any time I come nearby but he is just absolutely terrified and has no jackpot treat. I am unsure what to do at this point!
